Vibration at highway speeds

Vibration at highway speeds
My friend has a 99 GS3 with about 115K miles on it. When you hit a bump at highway speeds there is a loose suspension type of vibration. It has been to the dealer twice for this issue. So far they've tightened the subframe bolts and changed the ball joints and lower control arms. The steering and suspension felt good for the first day and now it feels the same. We've thought about wheel bearings but they dont make any noise. What else could be wrong?

Please search, this topic has been beaten to death so far, there is a list of things that could be the problem, its something thats very common on the GS, and as far as i know nobody has found a deffinite answer to the problem. It could be the ball joints, bushings, bent wheels, rotors, wheel balance, etc.
