just curious is it possible to say..
when you quote someones post and submit your post.. it will notify the person you quoted so that he/she knows someone replied to what they said??

Interesting idea but sorry, no way to really automate that.
Members have the option of getting notifications or subscribing to specific threads they are really interested in knowing about and have the option of turning that stuff on or off (most people have it turned off and don't want it).
I'd suggest using the PM feature if somebody hasn't replied to a post you made of theirs and you'd value their opinion.
