It's because you're not supposed to. It's against internet etiquette to type in all caps.

 

Yes, I have CL automatically configured to change to mixed case when people do that.... because all caps is considered 'shouting' and rude and usually results in a whole string of 'turn off your shift lock' pictures and posts that doesn't help anyone.
