Default Not shifting to overdrive and temp guage reads cold

Hi my 1999 lexus es 300 does not shift in 3 gear until warmed up and sometimes it wont even go into 4th when it does my temp guage reads warmer (still on the cold side) and when it doesent shift to 4th my temp guage reads colder as the temp guage fluctuates while i drive.
it has done this since i bought it but recently the shifting to overdrive has started never shifting into overdrive until i let it idle at like a red light or something then i notice the temp guage read a little warmer and then it will shift to od. Then if i stop again it will not shift and the temp guage is reading colder.
Im sorry if this is hard to understand.
Tranny fluid smells/looks fine and i recently replaced the coolent temp sensor and it does the same thing as the older one. Note- the old temp sensor was gross it had lots of build up on it.

Could it be my thermostat? I read that my tranny needs to be read at the right temperature to shift properly but i have no idea anymore.

So just to paraphrase when temo guage reads warm it shifts ok. When temp guage reads cold it shifts but not into overdrive. And the temp guage fluctuates when i drive.

Please help as i need my car to commute on the highway!!

That is 100% your problem the ECU will not engage overdrive unless the engine is above a certain temperature. Use an OEM thermostat no exceptions.

Because aftermarket thermostats are crap don't try and save $15 it will end up costing you way more in fuel.

This fixed it thanks.
i have another question my steering wheel has about 1/4 of play side to side in which it does not steer between that half of an inch threshold.
... Could it be my steering rack?

Could be, or could be the inner and/or outer tied rods. Or control arm bushings. Or it could be normal there is a small amount of play the service manual states how much is acceptable. Not difficult to check if you raise both wheels and turn the steering wheel (engine off) while you watch for movement of the wheel/knuckle you can see if the movement directly translates.
