99 GS300 - Brake lights will not shut off (All bulbs stay on) . Here is the brake switch and in front is where this piece of plastic broke apart over time (red arrow pointing). Is that the 'rubber' part that may be 'missing' that people are referencing that may cause the issue (if it perhaps is not the switch itself) ??

Here is a Parts Catalogue for your car showing the Plastic Cushion in question. Part Number for it is 90541-06036, it's cheap enough to just replace and see what happens.
