Can I just physiclly, pull up on the headlight washers to fit a wrap around them or is there some way to make them stay extended after letting up on the "wash button"?????

 

I'm not aware of a test or maintenance mode that forces the washer caps to remain extended. I believe that they are just held down with springs, so you should be able to manually pull them up. (I haven't tried in a really long time.)

There is a thread or two where someone had to install the washers (and/or replace) that probably tells you how to hold them open, but you'll have to do a search to find them.
