Default OBDII under dash

I have now owned my new to me Lexus for 6 weeks. I have been working through a few little things. Today I discovered in the OBD port under the dash a apparatus (pictured below). I tried to look it up on line but was unable to find anything that looked similar. I remember the previous owner mentioning something about a performance chip. Is this what I am seeing.

This device, unless you find out what it is should be taken out. I would surmise that it is one of those blue tooth connected readers. Google it to get familiar with it. Until then, take it off. Or it could be one of those insurance trackers where they monitor your mileage to make sure you are accurate on the mileage you have forecasted on your car insurance, which by the way the insurance people know because they can get these from the Motor Vehicle Registration Office on mileage declared when you do your emissions. They are "watching" all the same.
