second PCV valve?

Default second PCV valve?

I'm replacing my valve cover gaskets and stumble upon this problem.
What is this valve (red circle) on the Right Valve Cover (passenger side) On the other side, it would be the PCV valve. Matter of fact the hose connect to this valve is called PCV hose (ventilation hose #2)
There is a 90 degree angle hose connects this to the airbox.
The reason for my question is that I see oil in this valve leaking into the Air Intake Connector Pipe, and I pretty sure it shouldn't.
Also if anyone know a part number for the CCV hose in that 2nd diagram next to the red circle? Mine is cracked and I can't find the part anywhere.

Its the clean side of the PCV system. The clean fresh air is drawn in on that side. The other side with the valve is the dirty side. That is where the air is drawn out of the engine into the intake.
