How does this clip come out and what is it's function? Removing bumper today!

Hard to figure out the detail on that pic. Have you tried googling it? I am sure there is a tool for removing a bumper without scuffing the paint.

Here are some examples of the clips involved and some special clip removal tools. However, if you are careful, a flat blade screwdriver works fine too. The trick obviously is to lift the “rivet” head before trying to remove the clip, otherwise if you force it, you’ll deform and damage the clip possibly making it useless for reinstallation.

Regarding the purpose, it’s to hold two parts together with the least amount of weight and or cost.
