Default License plate lights

Can someone tell me where the license plate lights get thir power from? I have a 2002 SC430 and the plug is just dangling. It goes behind the plate and then if I look under the car, it is just there by the bumper and I cannot find a connector that it can reach.

A picture would help identify what you are dealing with. The wire harness for the license plate lights in the back panel of the trunk The panel that is nearest to the rear bumper.

I am not sure what is hanging down

I found the connector in the trunk. Apparently the rear bumper had been off, and the lights we disconnected. When they put it back on, they did not put the connector throughthe trunk opening.
