Default Oxygen sensor wiring

I apologize if there is a thread on this, but I searched and couldn't find one.

I'm getting a P0051 code, low voltage to the heater circuit on Bank 2 Sensor 1. First I checked the wiring, and all checked good. So I replaced the sensor, but it's still setting the same error code. I checked voltage at the sensor, and got 12.0. The ECM is brand new. The only other thing I can think to do is run a wire directly from the EA2 connector at the ECM over to the sensor, against the possibility that I'm getting too much voltage drop across the existing wire, which goes through some connectors with branches servicing one of the VSV solenoids, the MAF sensor, and I think a couple of other devices. But it seems that 12.0 should be sufficient. Has anyone else run into a similar problem? Out of ideas! Thanks in advance for any help offered.
