Seems the 4.3 engine is very dependable and not highly tuned. Does a good performance chip make any noticeable difference? I would like a little more low end responsiveness.

No performance chip is known to be compatible at this time for this engine. You could use a piggy back computer that will alter the fuel ratio depending on your mods and those will work for you but will require a lot of time and $$ for tuning.
