?Well i was driving at night then i went to my parking lot and went out of the car and noticed water or somthing dripping and look at the lights and i saw smoke.. kind of like burnt water ... anyways i opend up my hood and the pipe where i circled in red was poped off..
If any of the parts are broken then you will need to replace them, but if the hose simply slipped off the neck of the radiator then you can just use a pair of pliers to get the hose and clamp back on.

Thats what i did.. but any reason.. why it came off in the first place??

or it might have just been loose…
One time we were driving my friends 65 Mustang and instead of downshifting into 2nd he threw it into 1st and the rpm’s hit through the roof, the radiator hose popped off and steam and water went flying everywhere.

I wouldn't mess around with the existing hose clamp. Replace it with a worm drive stainless steel hose clamp. While it's loose check the condition of the hose - it may need replacing, and would be a good indicator of the condition of the rest of the hoses.
I would advise you to be careful when tighting any clamp on the neck of the radiator. I have a 2005 sc430 and the bottom of the radiator cracked .From me hitting a small pot hole. I was covered under warranty but I was told that the top and bottom of the radiator are plastic. So when you go to tighten the clamp go easy . I would first clean the neck of the tube where the hose goes and i would apply a little bit of contact cement so that would help seal teh hose and you wont have to really clamp down hard on it. The stainless steel screw type hose clamps are great for metal necks butw hen you use plastic its hard to tell how much torque your using . i woukld go with an OEM type clamp
