I'm not the mechanical type so thank you, if my questions seem obvious.
Do these picture look like original Lexus shocks and struts or after market? I paid a Lexus dealer to replace them with aftermarket shocks and struts and these look original, to "my eye".
KYB was not the original equipment supplier to Lexus for the SC shocks so no those are not "OEM". But KYB makes good direct replacement shocks for these cars so if that was all you were looking for then this is not a bad thing at all. KYB is a decent shock absorber company that has been around for a long time.
Better would be options from Koni (their "Yellow" models) or Bilstein but neither company makes direct fit replacement shocks for the 1992-2000 SC300/400 or Soarer.
The OEM Lexus shock absorbers are, I believe, discontinued now. This is the reason your dealer would have gone with the KYB's as a the next best thing. Your OEM springs were likely re-used when they installed them.
If you were interested in a significant upgrade to your SC's handling with an aftermarket coilover suspension (there are many to choose from) at significantly higher cost then there is that option as well.
