Numerous youtube videos show a guy torqueing bolts against the tension of the timing belt. I never cared for that load on the belt. The pictures show how to hold the pulley from turning using an 12LC vice grip ($25-35 on Ebay). Use a hose clamp to steady some rubber sheet while clamping the vice grip. The cap needs to be torqued to 11 foot pounds. The cap seal part number is 90210-26002. ($1.67). 11 ft lbs for the little bolts? Since Toyota never tells you how to assemble the pulley, I don't know how they came up with 11 for the 5 little bolts??? The shaft of the little bolts is 6mm. Standard torque for this size is somewhat less than 11. Use a 14 mm allen wrench on the cap if you have to. Use a crows foot to torque an allen wrench. Getting the Ebay viton o-ring on was a beaach. Tried a heat gun to soften the ring, but apparently viton is not at all thermoplastic. You might try a giant channel locks instead of a vice grip. When (if?) you get the ring in place, look down a bolt hole and hopefully will see only a small gap between the two plates. It will be larger if the ring has popped out of the groove. Gently pressing the outer flange against the inner flange, wiggle the outer flange a little and hopefully feel a slight rubbery grip as you turn it. This should feel like this because the o-ring stands slightly proud of the groove.(otherwise it wouldn't seal). I didn't see any locktite on the original bolts, so I didn't use any either.
