Default VSV supply line location

So I have a 1994 lexus sc300 and my heat is colder than the ac lmao. But I tried rerouting the vacuum lines and come to find out the other side of the supply line is not connected. Would you know where the other end leading from the vsv would go?

This might help. It's the only pic I have on my computer so its not the greatest. It's my SC300 but the hoses from the heater are the exact same on both cars across all years. My hoses are grey so it makes them really easy to trace and follow.
Look at my heater VSV. The inner hose goes to the heater valve. The outer hose goes directly to the intake manifold. This hose has a little vacuum valve in it. The placement of the valve is important. The black nipple must face the heater valve and the white nipple faces the manifold
