Default Traction light code 24

Hello guys my Lexus has been cutting power and not building rpm over 2k rpm. I scanned codes and the check engine is flickering which I assume means no codes there, however the traction control is giving me a weird code. The light flickers go like this: 2 4 5.
I’m assuming it’s code 24 since they don’t go all the way to 245. Anyways that code is “Open or short in sub-throttle actuator circuit” any ideas on how to solve the issue? I thought the tps could definitely cause rpm not to build but I have no clue what this issue is.

check the second tps if you have traction control, could be the code for that.
