Help with License plate bulb replacement, was I burgled

Forgive my ignorance about cars, and other things.
I've been driving around with no license plate lights for a few weeks. Finally got around to ordering bulbs, go back there, and am puzzled. Were the parts stolen? I should have a plastic lens here and a housing for the bulb, correct? Were the components stolen when I was out? What do I need to purchase to get back up to legal? Am I just an idiot and getting this all wrong? Are the two smaller screws not supposed to be holding in missing parts?

I recently replaced one of the bulbs and the smaller screws hold the lens..... The picture you posted looks like the lens is extremely dirty and maybe the bulb is still working? Previous owner blacked it out?
Extremely easy to replace..... (if you acquired the correct ones...)…..

TY for your help guys. I'm away from the car for a few days at present but I do believe the lens is just absolutely filthy and opaque like you said. It also seemed stuck after I removed the two smaller screws on one of them, is there a trick to getting the lens to pop out so you can access the bulb to replace it?

Once the screws are out, the lens should be loose. If it is "stuck", then dried paint or dirt is keeping it in place... You will need to pry it out carefully with a bladed screw driver (small) so as not to crack the plastic lens (which is brittle due to age) and then a proper cleaning is likely....
