Default Black Center Trim Texture/Color?

I recently got this and am trying to figure out what the original surface is? Is it semi gloss plastic or covered with some sort of soft texture. It almost feels like a single layer of plasti dip.

From what I remember, it's like a matte black textured surface. The coating seems to be flaked off on most panels that I see (including my own).

Id just wrap the whole piece in vinyl, or you can paint it with SEM.

I'm picking at it thinking it's been painted/dipped when it's original.

I might as just Sem my tan piece. At this point, less prep. Owell.
