so i know this has probably been gone over a dozen times but i couldnt find any information on my particular problem

to start with when i got the car the speedo and tach needles were burnt out, i bought a set of needles off of a sc400 and those were burnt out to so i searched around at work for a few weeks until we had a sc400 come in with a perfectly working gauge cluster, so i figured i would just swap clusters since the mileage was only a few thousand off anyways, so i swapped clusters and now all of a sudden my speed is moving at about half pace of what it should, at 30 its reading 10-15 at 40 its reading 20, 60 its reading 30 ect, is it just a problem with needing the sc400 speed sensor or can i just change the motors in the cluster itself?
