ABS Light Trac Light need help

ABS Light Trac Light need help
Hey everyone i need some help, i have been searching for days now and cant find the answer.
Details:
1993 Sc300
ABS Light turns on after moving 10 feet
Trac OFF turns on right after
Trac is sometimes turns on sometimes does not
Codes are
13 - Open or short in abs motor relay
17 - Open or short in trac motor relay
No idea what that means and the mechanic says it could be anything and the only way is to set it step by step. I dont want to pay crazy money to fix as i just bought the car and had to do the every 100k mile maintenance (timing, pump, seals...) and i had to change the radiator also, and probably have to do the control arm bushings as i get clicking noises when i hit the brakes going in reverse.
