I had mine rebuilt at http://www.foreignecurepair.com/
They're even closer to you than they are to me. If you buy a used one you'll just have the same problem(s) return eventually because the capacitors aren't getting any younger.

OP, you can have your ECU repaired or you can buy a used one just be careful that the new ECU is the same model as the old. Lexus/Toyota produced slightly differing models of ECU ... even within model years. The ECU should have a 89661-24XXX model/serial number. You can try a rebuild service as MooJohn has suggested but they are a LOT more expensive than I have previously seen. There used to be a guy on eBay who would rebuild your ECU for about $100 but I cannot find him or his service anymore.

I didn't choose that ECU rebuilder randomly. They were the go-to place to get a DSM ECU rebuilt when they started failing in the late 90s. They seem to be more thorough than other shops that just replace the obviously-failing caps and call it a day.
Stock ECUs sitting on a shelf are still slowly failing. Capacitors are popping and the acid is eating the traces around it. Collecting a stack of other half-dead ECUs didn't seem to be a valid solution to the problem.
Now I can be certain that my ECU is 100% fine and I can concentrate on the rest of the car.
