Sounds like the hazard switch is unplugged, which completes the circuit. Radio and/or climate out of the dash at the moment?

what about the hazard button?

EDIT: I remember driving without the center console, radio or weather control and lights came on. I just double checked and I still got lights without these items there. Only thing is you MUST have the hazard button (mine is broken off the console frame so it comes off when I take the frame out and dont have to disconnect it). If your rolling without the frame I suggest you put the frame back and/or connect the hazard button. I believe, like OLT said, it completes the circuit.

happened to me once. Try your high beams, if those work then you probably need to make a chassis ground for the head lights. Mine melted or shorted with the hids, i ended up getting a relay and havent had a problem since.
