No. 92 to 96 are OBDI, and 96 to 2000 are OBDII. The problem is you won't find a manual ecu in anything newer that a 97. My suggestion would look for a rebuilt or used 97 manual ecu.
so what you're saying is a 96-97 obdII manual ecu will get rid of all the CEL's and issues associated with manual swapping 97 sc300's
