Default EGR valve

First of all, how do I test my egr valve? or better yet, how do I know if it's bad?(my mpg sucks as is about 16.8mpg) and second does anyone know where I can get ahold of a new egr? Everywhere I've looked they're used--and given they 'could' be good, ya can't trust used parts from a private dealer half way across the country lol. and if noone checked my profile, I have a 93 sc400 1UZ with 250xxx miles on it.

if the egr is stuck open or close it will have certain symptoms, like rough idle. unfortunately idk which goes with which

Damn, My car idles beautifully (about 500 rpm once warmed up 1-1.2k when cold) I dunno bout stuck but it may just be dirty as all hell since it's got 256XXX miles on it and thanks vinny--cause even if I don't need the egr I still need either a heater core or the valve for it since I got NO heat lol...going into winter here in GA it kinda sucks.
