Default Key replacement

Drunk over the fourth and lost my keys, got a few questions:
Can it be replaced with the vin?
Does a 95 sc have a chip in the key?
Don't have a lexus dealer anywhere near me, can toyota do it?
Cost?

I have a '96 and I'm pretty sure there's no chip in the key.

Don't know about the rest though, sorry.

Yes, a new key can be made with the VIN.

Only the 98+ cars have chips in their keys.

I'm not sure if toyota can, but contact Sewell Lexus(forum vendor) to have keys made (if you can provide proof of ownership). They offer very good pricing.
