ok but seriously, replace it with an S2k antenna. They look good on the SC, and dont tower over the top of the car like the stock ones...or simply unplug the antenna while its down and pull it up part way. Mine is out about 4 inches, still gets good reception.

Try the S2000 route or pull the left inner panel inside the trunk and pull the connector that powers it.
If you want to fix it, then it sounds like you need a new motor and possible a new mask on the inside, if its not going all the way up or down properly. The mask could be part of the way broken on the inside of the mtor assembly. You want see it until you tear it apart and look on the inside of the antenna housing. Its a known problem for the SC's.
