Could someone decode check engine 71?

Could someone please decode check engine 71?

My check engine light has been on for a week or so, and I finally got around to asking the car why. It's a '95 SC300 with a 5 speed. I get 7 flashes followed by 1 flash. That pattern repeats so I'm assuming that's the only stored code. Could someone tell me what that code means?
