issue with turn signals blinking fast. ideas?

Default issue with turn signals blinking fast. ideas?

well i know usually when signals flash a bit faster than usual, its because a bulb went out. but check all the bulbs and they checked out. the reason of this happening is i bought a 95-96 taillight in exchange for my 92 tails. bolt them on and plugged it on and all the bulbs work properly just that when i turn signals right and left it blinks really fast. any ideas why this is occurring? did i miss something, do i need to reset the battery? thanks!
