Windshield wiper problem!!!
I need some help... my windshield wipers stay on when the car is running even when I have it on off!! But when i have the car on (on) but not cranked over they work as they should!! 
Only thing i have done that may have effeted this is that i removed my washe fluid tank a couple days ago..
What can this be?? any help would be much appreciated!

What mods are done to that thing? Engine Swap/ ECU's/ anything that required you to get into the electrical system.
Did you get into the steering column at all, maybe monkeying with the auto tilt gears?
When you turn the car off...the wipers still move. Do they stop when you take the key out?
What did you disconnect when you took the fluid reservoir?

Check the relay for the wipers under the hood. (I think its under the hood?) Find the relay, and listen for a "click" if the wipers are on and you hear no click (relay might be toast.) Pull the relay with the car off and see if the wipers still run. If so, then its a short in the power/ground on the wiper motor.

I didnt tape off the wires after i cut off the clip for the wires coming off the harness to the small motor on the washer tank!!
You think that since they are exposed and getting wet it could be tripping it??

Every time you hit the "washer switch" for fluid. Your wipers will run automaticaly for a few passes. The car is probably thinking that the washer fluid is getting sprayed on the windshield and it needs to "wipe".
So yea, fix whatever you left exposed. After you get everything taped up. Pull the battery for a bit.
