The most restrictive part of the factory exhaust are the manifolds. There is horsepower to be had there. The stock cats and mufflers are actually of a good design when it comes to performance. Swapping out the headers, relocating the factory cats, running to an X-pipe, and then back to the stock mufflers should wake up the car quite a bit in the way of throttle response and power production without breaking the bank.

Also, do not forget the BFI mod. It is a cheap, easy way to increase throttle response with the money sitting between your couch cushions.

I am assuming your car is a V8. If it is the 3L, I would just save up for a turbo kit: your money is more well spent in that regard.

Throw in a down pipe to help (if your car was turbo'd.. is it? )
