Possibly. My take - The pump is alway belt driven but the solenoid controls how much fluid is allowed to move to the actual hydro fan. If I'm not mistaken, the hydro fan always turns a little, but the solenoid allows fluid to bypass or sends more to the pump based on the cooling needs of the engine.

I will try and post the hydro pump outline and a wiring diagram tomorrow for you. If I can't post them, I'll PM you for your email.

You have an excellent diagram. I have a similar diagram like yours (but no explanation) and I used the light blue to the solenoid and it didn't power enough the fans. Did you run each fan to each side of the solenoid? Did you use any additional thermo sensor at all? What wire color that you used?

From what I understand, the solenoid can increase the voltage to power enough the pump according to the water temp. sensor. This solenoid is originally a switched variable power source.

 

Just out of the curiosity, I followed this blk/ylw wire from the main ignition box and it's actually the fuel injector wire EFI. Luckily, I didn't use it to run the fans.
