Default SC400 Power Steer pump

I am going to replace my PS pump. It is now broken and not pumping without heavy pulses and NOISE. For the past couple years I have fought a ps fluid leak. It used to be pretty bad and I needed a quart a month. I finally replaced the copper washer/seal and that cut the leak way down. I had taken the pump out and reinstalled it three times and could never seem to solve the problem. I thought it might be the hose but the leak gets oil all over that big metal hose connection that mounts to the pump. Fluid doesn't run up hill?Anybody have any suggestions? Constructive criticism....anything?
