Default Difference between 98 and 00 1UZFE?

I have a 2000 SC4 and my bro just picked up a 98 SC4. Both have the 1UZFE VVTI engine. Check out this pic of his engine pay, paying attention to the tube running from the engine and from the intake tube out to the left.

Now here's a pic from my car 2000 1UZFE. I don't have the tubes or any connections for them. Anyone know what they are for?

I have no idea what it's for...what's it connected to on your brother's car?

My 98 GS4 doesn't have that tube or the plastic clips to hold the tube, but your intake pipe has the plastic clips...

One of the hoses goes into the intake piping, so that would lead me to believe it has something to do with PCV.

Is one car a 49-state emissions version and the other a California/50-state emissions version?
