Paint touch-up cost?

It was my understanding that for minor blemishes the dealer can do touch up work and match the paint almost exactly. Then again my car is black so I'm assuming it is a little easier to match. They'd had better be able to do it because somehow my hood got all these circular "bubbles" where the paint came completely off and I need to get them touched up. Only problem is my bank account is rather... um... "sad" shall we say... at the moment.
