Thumbs up 1995 SC300 Bumper Help

I noticed the driver side bumper is askew and it's annoying the heck out of me. What is the proper way to fix it?

Here is the passenger side and it looks fine. (notice no seperation between light and bumper:



Notice on this driver side how the bumper is too high above the head light:

lift up that rubber strip that separates the hood and bumper, you'll see the screws.

Can you pls use ms paint and circle or point to the specific region your referring to? I just looked and tried pulling some rubber up, but no luck. btw, i use www.photobucket.com to host pics for free FWIW .

You can also our CL gallery to host car pics.

Here is the rubber strip that covers the screws, as O.L.T. said (circled in RED):
