Missing "Filter 10A" and "20A TOWING BATT" fuse?

Missing "Filter 10A" and "20A TOWING BATT" fuse?
Out of curiosity, I was checking out the fuse box and noticed two were missing. I'm more concerned about the Filter 10A fusing since it's for the condenser, but mine runs perfectly fine without it?
