Default Lexus certified paint issue

So long story short, I bought a 2010 RX350 2 years ago from a Lexus dealer. The car was Lexus certified and carfax was clean. I've always had issues with the back up sensor and always told the dealer about it when I took the car in. They have always told me it was dirty until my last visit. They told me my sensors were painted over and it looks like my bumper was painted also. I noticed the clear coat peeling around the passenger side handle and asked them to look at that too. They looked at it and then came back and told me it looks like my car has been in an accident previous and the current issue I'm currently having are not covered under Lexus certified since the paint is not OEM paint. Which brings me to the question, I bought this car as Lexus certified and the carfax was clean when I bought it. Should they have been able to tell the car was repainted when going to through the inspection or is it impossible to tell there was new paint on the car. I was always told, whenever you repaint a car it never matches the color exactly the same. What does Lexus certified mean, sounds like nothing? Thoughts???

Believe the "certified" is ensuring most wear items are replaced if gone below a minimum % of use remaining.
Brake pads, tires, oils & filters etc. It's a marketing scheme that helps sell the used cars at a higher price. Buyer is semi-confident they won't have any wear issues immediately. End of the day it's still a used car.
We bought our '10 used over 3 years ago. Had a scuff on the bumper we allowed for while settling on final price. Ours was leased privately & we bought it out via our local dealer.
Bumpers are a common area to repaint but surprised they took so long to figure the sensors were painted over. Good body/paint man can spot a repainted panel fairly quickly.
Colour-match will be off even on a new car depending on colour. White is about the most common mismatch with bumpers.
Carfax-never have & never will have any faith in it. Reveals only what is reported via the insurance claims market. Repaired privately & the car will have a clean report.
I've seen too many cars with primer spots inside the fenders when the hood is opened, wrinkled sheet-metal, paint/tape lines & poor alignment on body seams/gaps on cars with clean reports.

According to post #4 on thIs thread it seems up to 3 panels can be repainted and the vehicle can still be CPO.

Your dealer should do what's necessary to have the rear sensors work properly.
