Default 2004 rx330 transmission

When changing the starter I noticed a 3/16 hose coming from the top of the transmission secured by a gear hose clamp the other end has a bolt in it secured by a second hose clamp (visible in pictures).
obviously not stock...does anyone know what this hose is for and is it being closed of ok?

if it's a breather hose plugged off..cant be good for tranny...increased pressure?
