have to put up to 80 for heater to work on my wife car she said that at 70 it use to blow warm

Sounds like the actuator(s) are broken. Mine works, but isn't very good, and I need to replace or repair it too...

Could be a few things:

1. Low coolant or air in system
2. Stuck Thermostat
3. Actuator motor stuck/broken

I would check the coolant first, it's fast and easy to add more and "burp" the system. Next would be to look at the actuator itself, if the motor moves while you adjust the temp, you should be in good shape. If not, this could be a hefty fix as some Toyota/Lexus models do not let you just change the motor. I haven't looked at my 330 yet but on my camry the dash has to come apart for repair of that. I find T-stats issues more common then the actuator.
