They replaced my '99 belts several times and just periodically clean them. Unfortunately my '06 also suffers the same fate. I think they clean those plastic pieces that the belt slides on, too. Good luck. I never pressed them as the belts work fine unlike my old Acura where the belt just opened with my son in his car seat. Acura argued and I told them they were responsible if anything ever happened to my son, and they replaced it. It never happened again.

I would recommend getting Lexus to do it, if it were me. Otherwise, buy the components and get a Toyota shop to install it.

By reading this thread, you can tell it is gray area. In all cases the mechanic and the shop gets paid for time spent to fix the problem.

I dont speak for Lexus, but typically you get a time/milage, where a fix is done for you at no charge to customer. Actually the dealer charges Lexus Corp.

Then you get into a manufacturing defect based problems, which the dealership handles on case by case basis. [The cost is borne by Lexus and or customer]. Proportion ranging form parts only to 100% re-imbursement depends upon escalation and approval from Lexus Corp.

Then we have normal wear and tear and usage based issues. Here typically (<- key word), dealership would charge the customer. Dealer may do some good-will repair but from history they know Lexus corp would not cover the charge. [Exceptions are always there]. If the dealer eats up the charge (part or full) they pass it on to the other customers.

Not to rehash the issue, but if it binding at the hook, do it yourself. Believe me, it is quicker and easier than reading this thread and not worth driving to a dealership let alone arguing who should pay for the 1/2hr labor.

If it is in the take-up mechanism, sure take it to a dealer who you think is most likely going to bat for you in convincing Lexus Corp that it due to manufacturing defect.
