winshield washer low pressure

Has anyone had problems with the windshield washer nozle barely spraying? i mean like just trinkling out? Also my automatic headlight washers stopped working.

Is it possible that something is frozen? Maybe not the washer fluid itself, but water that collected on the outside of the nozzles and then froze?
