Did you buy it at auction, or have you had it since new? More info about how you arrived at this point, was all fine for years, etc..

"not showing check engine light"... that is normally a good thing. If you're trying to get a check engine light there are many things you can do to facilitate that depending on what code you'd like to see

If you buy a used car, but there is no check engine light when ignition is turned on, before starting car, someone has disabled it to hide a problem. If that is not the case, start diagnosing instrument panel failures.

Had a Toyota Auto check it out seems the wire on the cam sensor came off as the connector shattered from changing the coils and spark plugs from the Heat common on all Toyota vehicles so I'm told and the wire from the sensor had a dead short to ground therefore the ECM shutoff to protect itself, was rectified vehicle is now running.

in no way does that address your supposed issue wtih the code reader not reading or there being no CEL

totally agree, a disconnected cam sensor (or any sensor) will always throw a code. In this case it might be a basic OBD2 reader that relies only on ECM, so if ECM is dead then no codes. There are code readers out there that can scan more than the ECM (like the Autel AP dongles)
