If the hatch won't open all the way either manually or powered, I'd be looking to disconnect the linkage on the drivers side of the C-pillar. Seems like the liinkage is hung up. I'd somehow prop the hatch open the 2' & drop the rear seat back down & carefully remove the Driverside C pillar cover & disconnect the lmotorized linkage to the hatch, That'll allow you to open the hatch all the way manually. Then you could figure out if the motor itself is the issue.

If the hatch motor only works a little bit, I'd just replace the motor, you'll possibly find the motor w/ the linkage on ebay. Just be cool w/ the headliner.

My wife uses the power tailgate but I never do.
Just as easy for me to grab it and lift up.

He ended up removing the linkage from the hatch & the hatch opens by hand. Sounds like it needs the hatch motor. I'd check the relay/fuse first thou.
