I enjoy contributing when I can to discussions in forums like this one, but, in the year 2023, regarding a car built in 2008 (e.g., mine), there may not be anything left to discuss. Still, on the off chance that this particular solution was overlooked (I searched), a Sly Bracket solved my problem of no holes in the front bumper for a license plate bracket. They attach in a completely reversible way to front horizontal grill bars.These things are quite clever and work--at least on my car--well. Best of all, no drilling.
