2000 Lexus Rx300 brake light issue

Hi guys, been having an issue with my right rear taillight. I've replaced the bulb and it still doesn't turn on when my lights are on. Any ideas on how to fix this?

Please rephrase your question.

Brake light should NOT stay on when you lift your foot off the brake-pedal.

Tail lights should remain on, with the headlight switch ON.

Check the tail lights without touching the brakes.
Turn the head-light switch to OFF [not Auto] and see nothing lights up in the back.
With an assistant verify that with foot on the brake-pedal each side lamps [2] and one at the top lights up.
