Question Brake engaging

This is my first time posting so please be patient.
I recently installed all new rotors on my 2002 RX300. After installation I have developed an issue with the right front brake. After you stop and let off the brakes everything releases as normal but when you take off the brake on that side engages itself. This only last about 2 to 3 seconds and it releases and everything goes back to normal. I have tried replacing the new rotor thing maybe a faulty rotor but this has not helped. Any ideas??

Check the caliper slide pins and verify that they can move freely.

Can you please rephrase the sentence in bold letters.

The release physics is based on free flowing of the fluid back to the master cylinder. There is no spring action to pul the pads away from the rotor. So if your brake fluid has not been purged and replaced you can get the hang condition. A common issue is the slide pin can prevent free movement and must be cleaned and lubed (appropriately) at each brake service. [Audiqv8] is referring to that. Once the squeeze is gone, the run out [side to side minute wobble] nudges the pads away. During service you can verify that once the foot action is removed the pads dont jump away. One has to spin the rotor and quickly the drag by the pads goes away.

I apologize if the way I worded the original post was not clear. The brake is not dragging on take off. The wheel begins to turn freely and then suddenly the brakes pressure seems to appears to apply back to the rotor. Almost as if the traction control is limiting that wheel.

There is a way to disable the ABS/traction relay/fuse .. for that you will have to rely on search or more knowledgeable member to respond. Once the area is narrowed down then the actual debug would be needed. There is a brake control electronic connector in the engine bay which can be accessed by the dealer. It may be an item which may end up cheaper for the dealer to debug vs paying some one else at lower $$/hr but it may take more hours.

Sound like your ABS is acting up. I agree with Salimshah and since I don't know your skill level it is better to take it in. Mechanics have the right diagnostic tools to determine your problems.
