2000 RX300 makes fluttering noise above 4k rpms

2000 RX300 makes fluttering noise above 4k rpms
Need your help.
My wife's 2000 RX300 has a strange issue going on. The car idles and accelerates like normal under full throttle until 4k rpms. Under full throttle at 4k rpms, it will make a fluttering noise that sounds it is coming from the dash (sound is similar to when you roll only your front windows down at 70 mph and get the air fluttering sound from pressure) and begin to hesitate. If I roll the window down and accelerate to 4K rpms the fluttering noise from the engine area is even more pronounced from the outside of the vehicle.
I cleaned the MAF sensor this morning but the problem still persist.
Do you guys have any idea what this would be? If it were a misfire I don't understand why it makes an audible fluttering noise.

Do you hear the noise when parked and engine rpm 4k+?

I can reproduce the flutter noise if I rev in neutral, but it may not happen exactly at 4k rpms. I have seen it happen at around 3k or 4k when in neutral. It seems like the noise may happen when it loads up. I have to mash the pedal 100% to reproduce in neutral. If you push 90% it will not flutter.
