99 RX300 not starting/issues

Ok so here is the wire circled in yellow that seems to be disconnected. It is a white wire with a black strip inside of the black plastic insulation. The wires circled in green is what I put back. So just to clarify, the yellow circled wire should ground behind the throttle like my last picture. However, I removed the wipers and cowl and can't see crap behind there for connections. I can feel a ground wire but it seems to be connecting back to the factory harness where the spark plug coil female plug is attached.
My question is, I will remove the entire throttle to re-connect this wire if it comes down to it but can the wire be grounded any where else on the throttle? Let's say where the green circle is?

Disconnected ... or chopped.
Once wires are chopped, I cant help much.
Access from below may be easier.
Grounds are complicated and the manufacturer figures out where the ground needs to be attached. You will have to get hold of wiring manual or ask folks who are have pulled their engine.

A good DIYer knows his limits. I may be adventurist with my own vehicle, but I know where to stop.
Another thing to consider would be ... if the vehicle ran fine before the cut wires were discovered then by reconnecting the top 3 wires you should be back to where you were before.

You can go to Toyota/Lexus "TIS" .
Any one else working in that Area? Please post a picture of where the wires go.

fwiw, you might as well remove your intake manifold to see where the ground was connected to. It will give you much more space to get at the ground wires and lift the ignition harness to do a proper splice and solder a pigtail for a new ground.

Point noted. IIRC it should connect to the general area of the right green arrow in the pic. As mentioned it's worthwhile to remove the intake manifold for repairs.

OK so I thought I'd provide an update as the lexus has been up and running a few weeks now. It turned out to be the ignition coil number two that was bad. I did not connect that proposed broke wire however. I'm not certain if it was ever connected or probably some spare jack that was once attached to it that was not in use. All CEL codes are gone truck runs fine but i hear a ticking at the engine (tick tick) when idling or driving at low RPMs. At high rpms I do not hear it. I'm not sure what this issue is but any advice or help on this part will be greatly appreciated. Thanks!

If one or more injectors are suspect, it might be worth pulling the intake manifold off again and sending your injectors off for cleaning and inspection. Not only you get new seals, pintle caps, filters..they will flow them for optimal spray pattern and identify the ones you should replace.
