Water seal plate replacement?

Water seal plate replacement?
I have noticed a very slow loss of coolant so I had my cooling system pressure tested.
They told me there is some coolant weeping from the 'water seal plate' and they quoted me $30 for the part and $390 for the labor.
Has anyone changed this before?

In the cylinder block image it is just left of the oil filter housing.
